Ohio lawmakers in both chambers are advancing several proposals that would push the United States toward an Article V Constitutional Convention. This is a dangerous threat to the US Constitution, Ohio’s state power, and all Americans’ civil rights and liberties. We urge all Ohioans to speak out against these bills now.

What’s happening

On Tuesday, March 10, the Ohio Senate’s General Government Committee hears testimony on SJR3 (Apply to Congress: Constitutional Convention for certain purposes) and SB 112 (Establish appointment procedures for constitutional convention). In the Ohio House’s Government Oversight Committee, members will hear testimony on HJR 2 (Applies to Congress for a Convention of the States) and HB 67 (Establish appointment procedures for a convention of states).

Why this matters

A convention cannot be limited to one issue.
There is no language in the U.S. Constitution that allows a convention to be restricted to a single topic. Once convened, delegates could propose amendments on any constitutional issue.

There are no established rules or guidelines.
The Constitution provides no framework for how a convention would operate.

Critical questions have no answers.

Because this has never happened before, we do not know:

How delegates would be chosen
What rules would govern the convention
How legal disputes would be resolved
How Americans would be represented
How the influence of powerful special interests would be limited

Any constitutional protection could be put at risk.
Because a convention cannot be limited, any issue could be raised, including:

State’s rights
Voting rights
Privacy rights
Civil rights and civil liberties
And other core constitutional protections.

The Constitution of the United States is the cornerstone of our nation and a source of stability for over 200 years. It is sacred and should be amended cautiously and deliberately.

An Article V convention poses a serious and unpredictable risk to the U.S. Constitution and the rights it protects. The Constitution contains no language allowing a convention to be limited to a single issue, meaning that once convened, delegates could propose amendments on any topic. This could open the door to sweeping changes affecting fundamental rights. There are also no established rules or guidelines governing how such a convention would operate. Because the United States has never held an Article V convention, critical questions remain unanswered, including: — How delegates would be chosen — What rules would govern the convention — How legal disputes would be resolved — How Americans would be represented in the process — How the influence of powerful special interests would be limited Without clear safeguards, any constitutional protection could be placed at risk, including voting rights, civil rights and liberties, privacy protections.
