More information about HB99 and HB 227:
HB99, Regarding persons authorized to go armed within school safety zone
- Would remove all mandated training and requirements other than a concealed carry permit in order to carry a weapon into the school safety zone.
- Lets School Boards determine training of armed school personnel.
- LWVO consensus: school personnel should not be armed. Instead of creating a sense of safety, it adds to the toxic stress created by active shooter drills, etc.
- Underscoring that League chapters oppose the arming of school personnel, Leagues called for extensive training beyond the concealed carry permit. A combination of state and local law enforcement should determine the firearm training requirements such as frequency, length, content, certification, trainer qualifications, continuing education etc. for the training of armed school personnel.
- The National Association of School Resource Officers notes that without proper training and regular shooting practice under high-stress simulations, tragedy could result. (https://www.nasro.org/news/2018/02/22/news-releases/nasro- opposes-arming-teachers/)
HB227, Regarding concealed weapons and concealed carry without license
- Allows a person who is 21 or older and who is not prohibited under Ohio or federal law from having a firearm to carry a concealed deadly weapon, other than a restricted deadly weapon, without obtaining a concealed weapons license.
- Eliminates requirements that a concealed handgun licensee or qualified military member notify a law enforcement officer or motor carrier enforcement unit employee that the person is authorized to carry a concealed handgun and is then carrying a handgun when stopped.
- Specifies that the mere fact that an otherwise law-abiding person carries or possesses a deadly weapon, other than a restricted deadly weapon, does not constitute grounds for any law enforcement officer or agent of the state or a local government to search, seize, or detain the person, no matter how temporarily.
- Specifies that if a person, board, or entity that owns or controls a place of worship or a government facility does not post a sign prohibiting carry of a deadly weapon, it is presumed that concealed carry of a deadly weapon is permitted.
- The League of Women Voters of the United States believes that the proliferation of handguns and semi- automatic assault weapons in the United States is a major health and safety threat to its citizens. The League supports strong federal measures to limit the accessibility and regulate the ownership of these weapons by private citizens. The League supports regulating firearms for consumer safety.
